Here are a few tips for knocking a few dollars off the rent.
Know who has the power. A property manager is going to have to ask permission from the owner for any price reduction. If you are dealing with the owner of the building directly, then it will be easier. Find out what he needs and give it to him.

Know your market. If you know that other apartments that you know of in the area are offering less on the rent or have more amenities for the same price as he is asking, inform/tell/share this information with the landlord.

If the property manager has kids, tell him you will be willing to babysit if they can talk to the owner and have her take money off the rent. Know finance. Ask the landlord if he would be willing to set up an automatic withdraw from your bank account or to charge your credit card if they have the capability. Stress the fact that this will ensure that the rent will always be paid on time. If they are not willing to lower the price ask for a month free at the market rate.
